Abstract: In recent years, the Tibet autonomous region has stepped up its efforts in green, low-carbon and circular development. The purpose of this paper is to study the path of low-carbon transport in Lhasa on the basis of systematic study of the current general urban low-carbon transport policy system, using empirical research method and kaya model, reasonable calculation of traffic carbon emissions data in Lhasa. The results show that the total carbon emission of transportation industry in Lhasa is increasing year by year with the economic growth, which shows that traffic carbon emission is closely related to the economy, and freight transportation accounts for the largest proportion of traffic carbon emission, which is increasing year by year. On this basis, combining with the geographical advantages and environmental advantages of Lhasa, this paper scientifically designs the path and framework of low-carbon transportation in Lhasa, aiming at alleviating the greenhouse effect to a certain extent and accelerating the change of citizens' travel mode.

摘要: 近几年,西藏自治区在绿色发展、低碳发展、循环发展的工作中不断加大力度。文章 在系统研究目前通用的城市低碳交通政策体系的基础上,着力研究拉萨市交通低碳化路径, 利用实证研究法及 Kaya 模型,合理地计算拉萨市交通碳排放数据。结果表明,拉萨市的交通 运输业碳排放总量随着经济的增长逐年递增,且交通碳排放中货运交通占比最大,逐年递增。 在此基础上,文章与拉萨市地理优势、环境优势相结合,科学地设计拉萨市交通低碳化路径 和框架,旨在一定程度上缓解温室效应,加速改变公民的出行方式。
