Abstract: This paper briefly describes the establishment background and development process of china compulsory certification (CCC) system, points out the responsibilities of the competent departments, technical expert groups, designated certification institutions and laboratories, CCC inspectors and certification clients of CCC certification, and briefly describes the automobile CCC certification procedures. Put forward suggestions on the application of new automotive products and technologies in CCC certification under new business formats, strengthen the promotion of CCC certification on new management requirements, standards and regulations in automobile electrification under the goal of "carbon peak and carbon neutralization", build the application of big data for automobile CCC certification, improve the certification, and continue to strengthen the dynamic adjustment mechanism of automobile CCC certification directory at the same time, objective to promote automobile CCC certification, help the high-quality development of China's automobile products and enhance the competitiveness of automobile products on the premise of ensuring the bottom line of product safety.

摘要: 文章简述了中国强制性产品认证(CCC 认证)制度的建立背景和发展历程,指出了中 国强制性产品认证汽车认证的主管部门、技术专家组、指定认证机构和实验室、CCC 检查员 和认证委托人等过程的参与方的职责,并简要说明了汽车 CCC 认证程序。提出了新业态下促 进智能网联、自动驾驶、空中下载技术(OTA)等汽车新产品和新技术在 CCC 认证中应用的 建议,加强我国“碳达峰碳中和”目标下 CCC 认证对汽车电动化中新能源汽车整车、系统、 零部件等性能、安全部分新管理要求和标准法规的推进,构建汽车 CCC 认证大数据应用提升 认证事中事后监管的质量效率并促进认证机构间的数据互信互通,同时在汽车技术快速发展 下继续加强汽车 CCC 认证目录的动态调整机制,目的促进汽车 CCC 认证在保产品安全底线 的前提下助力我国汽车产品高质量发展,增强汽车产品竞争力。
