我国智能网联汽车产业发展政策量化研究

Quantitative Study on the Industrial Development Policies of China's Intelligent and Connected Vehicles

摘要: 为推动智能网联汽车产业的健康发展,需构建完善的政策体系予以支持,文章旨在量 化分析我国智能网联汽车产业政策的特征,以期为出台和优化产业支持措施提供精准参考。 基于政策工具分析框架和文本分析方法,文章对近 10 年来我国多部门发布的 61 份相关政策 文件进行了量化研究。研究结果表明,我国智能网联汽车产业政策中央政府年均发布数量仍 处高位水平,车端政策占主体地位;全国层面供给型和环境型政策工具使用较多,需求型政 策工具使用少;一、二、三线城市供给型政策工具使用依次减少,而需求型政策工具使用比 例逐步增加,环境型政策工具占比相对稳定。

Abstract: To promote the healthy development of the intelligent connected vehicle industry, it is necessary to establish a comprehensive policy framework. This paper aims to quantitatively analyze the characteristics of China's industrial policies for intelligent connected vehicles, providing a precise reference for formulating and optimizing industrial support measures. Based on a policy tool analysis framework and textual analysis methods, this paper conducts a quantitative analysis of 61 relevant policy documents issued by various national departments over the past decade. The results indicate that the central government maintains a high annual average number of policy releases, with vehicle-focused policies dominating. At the national level, supply-side and environmental policy tools are used more frequently, while demand-side policy tools are less utilized. Furthermore, from first-tier to second-tier and third-tier cities, the use of supply-side policy tools progressively decreases, whereas the proportion of demand-side policy tools gradually increases, with the share of environmental policy tools remaining relatively stable.
