Abstract: Recent years, with the rapid growth of car ownership in my country, on the one hand, the used car market is booming, on the other hand, consumers are easily induced or deceived into passively buying " flooded cars" when buying used cars, lead to damage to the legitimate rights and interests of consumers. In order to reduce and avoid the above phenomena, this article analyzes the damage to the rights and interests of customers who mislead and passively purchase " flooded cars", it is proposed to strengthen the identification and evaluation system of flooded vehicles, actively establish a third-party information inquiry website for flooded vehicles, regulate the intermediary behavior of flooded car brokerage companies, reduce the cost of consumer rights protection and expand the channels for rights relief, summarized and concluded the practical methods to protect the rights and interests of consumers when purchasing flooded vehicles. In the actual used car market verification, it can allow consumers to identify " flooded cars" through the above methods, protect their legal rights, it also shows that the method proposed in this paper is active and effective.
