Abstract: After the legalization of online car-hailing, (Blade Electric Vehicles, BEV) with low operating costs and environmental friendliness enter the online car-hailing market. However, in the third, fourth and fifth tier cities, the penetration rate of electric vehicle online car-hailing is relatively low. In order to promote the electric vehicle to enter the online car-hailing market further, based on the online car-hailing market and the characteristics of the electric vehicle, using (Politics Economy Society Technology, PEST) analysis method from the policy, economy, society and technology four macro environment of electric vehicle as online car-hailing in the third, fourth and fifth tier cities around the network competition environment were analyzed, and the study restricting car line in the third, fourth and fifth tier cities around the BEV online car-hailing development of macro factors, In addition, specific suggestions and measures are put forward for the development of electric vehicle ride-hailing vehicles. That is, local governments encourage the use of electric vehicle by formulating loose policies and reasonably planning charging facilities. Car-hailing platforms take measures such as reducing attachment fees and differentiated service prices to guide drivers and customers to use electric vehicle online car-hailing, so as to increase the penetration rate of electric vehicle in the third, fourth and fifth tier cities.
