摘要: 燃料电池汽车示范应用政策推动了全国燃料电池汽车产业的快速发展,但同时也给燃 料电池汽车安全应用提出了更高的要求。目前,全国燃料电池汽车在安全应用领域仍缺乏实 践经验,在安全管理和应急保障等方面,缺少科学、系统的理论指导和顶层设计。为保障全 国燃料电池汽车安全运营,通过从燃料电池汽车潜在风险点和安全保障机制分析入手,运用 PPRR 危机管理模型进行系统分析研究,结合国家相关政策标准要求和地方实践经验,从危机 的预防、准备、反应、恢复四个环节,对完善应急管理体系提出相关建议。文章围绕燃料电 池汽车安全应用需求,对建立应急管理体系提出了全面的风险分析和政策建议,为相关管理 部门做好安全管理和应急保障提供了有益参考。

Abstract: The demonstration application policy of fuel cell vehicles has promoted the rapid development of China's fuel cell vehicle industry, but at the same time, it has also put forward higher requirements for the safety application of fuel cell vehicles. Currently, safe operation of fuel cell vehicles in China still lack practical experience, and there is a lack of scientific and systematic theoretical guidance and top-level design in safety management and emergency support. In order to ensure the safe operation of fuel cell vehicles in China, starting with the analysis of potential risk points and safety guarantee mechanism of fuel cell vehicles, the PPRR crisis management model is used to conduct systematic analysis and research, combined with relevant national policy and standard requirements and local practical experience, and put forward relevant suggestions for improving the emergency management system from four aspects of crisis prevention, preparation, response and recovery. Based on the safety application requirements of fuel cell vehicles, this paper puts forward a comprehensive risk analysis and policy suggestions for the establishment of emergency management system, and provides a useful reference for relevant management departments to do a good job in safety management and emergency support.
