摘要: 随着新能源汽车产业高速发展,动力电池退役潮随之而至,为实现新能源汽车产业可 持续发展和“双碳”目标,文章探讨了动力电池回收与再利用产业发展过程中遭遇的诸多挑 战。在充分借鉴国外成功经验的基础上,提出若干可行性建议,首先,完善电池回收法规, 加强行业监管;其次,建立动力电池生产国家标准体系;此外,通过整合资源,建立产业联 盟,促进产业链上下游的协同发展;最后,利用财税政策等激励措施,推动企业积极建立电 池回收网络。

Abstract: With the rapid development of the new energy vehicle industry, the wave of power battery decommissioning has followed. In order to achieve the sustainable development of the new energy vehicle industry and the "dual-carbon" goal, this paper discusses in depth the many challenges encountered in the development process of power battery recycling and reuse industry. Based on the successful experience of foreign countries, this paper puts forward a number of feasible suggestions. Firstly, improve battery recycling regulations and strengthen industry supervision; secondly, establish a national standard system for power battery production; in addition, establish an industrial alliance through the integration of resources to promote the synergistic development of the upstream and downstream of the industrial chain; and lastly, make use of incentives, such as fiscal and tax policies, to promote enterprises to actively establish a battery recycling network.
